The statutory scheme
Recognition and affiliation in Uttar Pradesh are governed by a layered scheme of statute, regulations and departmental directions. Compliance is assessed on the date of inspection, and the record of that inspection usually decides the dispute.
Grounds of successful challenge
Withdrawal of recognition without notice, reliance on an inspection report never supplied to the institution, and mechanical orders that do not deal with the institution's reply have each been held to be unsustainable.
